Government must conduct all business in an honest, fully transparent, and accountable manner. The
people of Oregon and its elected representatives must be fully empowered to examine, investigate,
act to expose, and end public corruption, secrecy, and abuse of the public trust. When corruption has
been identified an effective remedy must be implemented. We believe that satisfying public record
requests is a core function of all levels of government at a reasonable cost and in a timely manner.
Government accountability must be regular, independent, impartial, free of collusion, and made
publicly available.

17.1 The vote on initiatives or referendums passed or rejected by the people should not be
overturned by a vote of the legislature.
